PROBLEM TO BE SOLVED: To make a heat sensitive element operate certainly before breaking of a heater in a heating member used in a heating device heating a heating material which has a substrate 24a, a resistance heating element 24d which is formed along longitudinal direction on the surface of the substrate and generates heat by current flow, a first and a second power feeding electrodes 24d/24e formed on the surface of the substrate by conducting electrically at both end parts of the resistance heating element, an insulating protection layer 24c formed on the resistance heating element, and a heat sensitive element 103 which is operated by the heat due to abnormal temperature rise of the substrate and cuts off power supply to the heating element. SOLUTION: The resistance heating element 24b has a reciprocating shape of at least one time or more so that any of the first and the second power feeding electrodes 24d/24e may be located on the same end side in longitudinal direction of the substrate, and when the supply voltage to the resistance heating element is made V0, and the potential difference in longitudinal location of the neighboring resistance heating elements is made V1, the installation location of the heat sensitive element 103 in longitudinal direction of the substrate is in a region to satisfy [V1]≥0.75×[V0].
