PROBLEM TO BE SOLVED: To provide an integrated circuit device for flexibly arranging a circuit in an efficient layout, and an electronic device having the same mounted thereon. SOLUTION: The integrated circuit device has a display memory which stores data for at least one frame displayed on a display panel which has a plurality of scan lines and a plurality of data lines. The display memory includes a plurality of RAM blocks 200, each of the RAM blocks including a plurality of word lines WL, a plurality of bit lines BL, a plurality of memory cells MC, and data read control circuits 240 and 250. Each of the RAM blocks 200 is disposed along a first direction X in which the bit lines BL extend. The data read control circuits 240 and 250 control data reading so that data for pixels corresponding to the signal lines is read out in N times in one horizontal scan period 1H of the display panel (N is an integer larger than 1).
