PROBLEM TO BE SOLVED: To quickly and properly execute dynamic allocation of resource with respect to each service. SOLUTION: A plurality of service management devices 210 monitor execution situations of the services to be managed, respectively, and execute autonomous dynamic allocation of the resource. A centralized control device 300 analyzes the execution situation of each service with respect to the entire business flow, and generates a service control condition to be minimally observed by each service management device 210 when executing the dynamic allocation of the resource 100 based on the analysis result. The generated service control condition is transmitted to each service management device 210. Each service management device 210 executes the dynamic allocation of the resource as far as the service control condition from the central management device 300 is observed.
