An H.264 fast mode determining method is provided to increase a calculation speed of H.264 by applying an SIMD(Single Instruction Multiple Data) command to software for H.264 encoding. If a bit rate distortion value is below a threshold value with respect to a skip mode, a skip mode condition for terminating all determination processes is applied to determine the skip mode(S14,S15). If the skip mode condition is not satisfied, an inter mode is determined. After determining the inter mode, it is determined whether an intra mode condition is satisfied(S20). If the intra mode condition is satisfied, an intra mode is determined(S23).
