PROBLEM TO BE SOLVED: To code a pixel in an image rapidly with a small memory capacity, without causing unfavorable effects on the image quality. SOLUTION: The number of bits is limited in a bit stream of a pixel of an object to be processed and the pixel is coded using the limited number of bits. In this method, a predicted value corresponding to the pixel is looked for. When the predicted value is found, a difference between the pixel and the predicted value is determined and a coding method for the bit stream of the pixel is selected. A code word is coded in the bit stream and the coding method selected by the code word is indicated. In the present invention, the number of bits in the bit stream of a pixel of the object to be processed is limited and the pixel is coded using the limited number of bits.
