The two-part base consists of a housing with bottom and top part (10). The corresponding segments of the top and bottom parts of the housing each have semicircular sectioned recesses (23, 24), opening into holes (13, 14) in which the cantilevered arms (18) are mounted. The recesses are crosswise to the holes. The recesses in pairs form containers for an axial bolt (27) inserted through hole in each cantilevered arm. The recesses are crosswise to the holes. The cantilevered arms each have a guide fitment (19) leading between cooperating reinforcement arms (28) of the two housing parts.
