A heat meter which is reliable and accurate, needing no parts revolving in the heating medium for measuring flow over a period, has a regulator (34) alternately opening and closing a bypass (28) in the feed pipe and another (29) in the return flow pipe which lead to a common mixing chamber (16), the regulator (34) being fed with a variable required setting temperature which is compared with the actual temperature in the mixing chamber. On reaching temperature difference exceeding a certain positive value the return bypass (29) is opened and on reaching a value exceeding a certain negative difference the inlet bypass. The switching effects are metered to determine the heat supplied.
