PURPOSE:To make refuse harmless by blocking refuse or the like with heat and compression and thereafter concreting it to form a concrete block. CONSTITUTION:Radioactive material, poisonous material and sludge, etc., are melted and compressed to form a refuse block 1. A reinforcing bar 3, a spacer 5 and a drainage pipe 4 are fitted around the refuse block 1. It is introduced into a form 6 and concreted 2. Thereby refuse is made harmless and can be utilized for general civil engineering and construction work.
