<p>PURPOSE:To obtain a device excellent in an operability shifting to a jog mode by one action of only of an operation of rotating a rotary handle and entering no jog mode with the slight movement of the rotary handle by starting the setting operation of a reproducing speed when a controller detects the number of prescribed pulses within a prescribed time immediately after the rotation of a rotating body is started. CONSTITUTION:When the controller for counting the pulses generated interlockingly with the rotation of the rotary handle and setting the reproducing speed corresponding to the angle of rotation of the rotary handle based on the counted number detects the number of the prescribed pulses within the prescribed time immediately after the start of the rotation of the rotary handle, the setting operation of the reproducing speed is started. For instance, a jog dial 6 is rotated, and at the first pulse generated immediately after the start of the rotation, the controller 19 starts a timer of 3sec, for instance, at the time of detecting the five pulses, for instance within the time of 3sec, it sets a jog effective flag to shift to the jog mode.
