PROBLEM TO BE SOLVED: To obtain stable base isolation effect by providing an laminated part in which a rubberlike elastic layer and a rigid plate layer are alternately laminated between an upper plate and a lower plate, providing a plurality of friction plates in a through hole passing through the laminated part in the vertical direction, and constituting the friction plate by a resin plate and a metallic plate which are laminated alternately in the vertical direction. SOLUTION: A base isolation device is provided with an upper plate 1 connected with an upper structure and a lower plate 2 connected with a foundation, and a laminated part 5 in which a rubberlike elastic layer 6 and a rigid plate layer 7 are alternately laminated in the vertical direction is provided between the upper and lower plates 1 and 2. A through hole 8 is formed in a central part of the laminated part 5, a plurality of friction plates 11 are sealed in a laminated condition in the through hole 8, and a belleville spring 15 is arranged between the friction plate 11 in an uppermost part and a lid member 18. The friction plate 11 is constituted by a resin plate 12 and a metallic plate 13 laminated alternately in the vertical direction and slides smoothly between the resin plate 12 and the metallic plate 13 even if a large horizontal force acts to obtain stable damping force.
