PROBLEM TO BE SOLVED: To provide a program organization system to the users, that automatically combines a media file over the Internet and a media file stored in a user terminal by a user at a program organization site, to individually provide programs in matching with the users' preference. SOLUTION: A user organizes a program progress list with a setting page at a program organization site, while referring to setting items in matching with the user's preference, by using an address of a media file over the Internet site and a media file stored in a computer of the user, a server transmits the program progress list to the user terminal, and the user receiving the program progress list starts the reception of a program, on the basis of the program progress list.
