PROBLEM TO BE SOLVED: To obtain a base paper for impregnation, satisfying both impregnation properties and processing suitability being inconsistent performances at the same time and to provide a method for producing the same in the base paper for impregnation, continuing effects of chemical for a fixed period of time by impregnating the base paper with the chemical and the method for producing the same. SOLUTION: This base paper for impregnation comprises a cellulose fiber as a main component and contains a large amount of a water-soluble polymer in the vicinity of the surface and/or the backside in comparison with the central part. This method producing the base paper for impregnation comprises, in a method for producing a sheet shape body for impregnation from a slurry consisting essentially of a cellulose fiber by a wet papermaking method, adding 1-15 pts.wt. of the water-soluble polymer in an undissolved state to 100 pts.wt. calculated as solid content of the slurry consisting essentially of the cellulose fiber and forming a sheet.
