PROBLEM TO BE SOLVED: To provide a solid electrolytic capacitor in which a cathode has a good formation state. SOLUTION: A capacitor element 2 of a solid electrolytic capacitor 1 has an anode 5, a cathode 6, and an insulation 7. The anode 5 is formed of an aluminum substrate 8 subjected to chemical treatment. The insulation 7 has a resist portion 10 formed on the surface of an aluminum substrate 8 to section the anode terminal region 8a and the cathode forming region 8b of the aluminum substrate 8, and a resist portion 11 formed across the surface of the resist portion 10 on the anode terminal region 8a side and across the surface of the aluminum substrate 8. The resist portion 10 is formed of resin having hydrophilicity and the resist portion 11 is formed of resin having hydrophobicity. A solid electrolyte layer 12 is provided on the surface of the cathode forming region 8b of the aluminum substrate 8 and a conductor layer 15 is formed on the solid electrolyte layer 12.
