PROBLEM TO BE SOLVED: To provide a rice washing device which has improved usability and efficiently washes rice, and an automatic rice cooker. SOLUTION: The rice washing device comprises: a rice washing device casing 11; a rice washing part 13; a rice storage part 12 provided above the rice washing part 13; a rice measuring means 31 for measuring the prescribed amount of rice and feeding it to the rice washing part 13; and an outer frame 50 surrounding the rice washing part 13 and provided with an opening on the front surface. The rice washing part comprises: a rice storage container 14; a rice washing means 16 freely rotatably disposed inside the rice storage container 14; a driving means 21 of the rice washing means 16; and an inverted triangular pyramid shape rice washing container lid 18 for storing the rice in the rice storage container 14 and formed with a center opening. The rice washing means 16 and the driving means 21 are coupling-connected, a projection part 51 is formed on the side face of the rice washing part 13, and a recessed part 52 to be joined with the projection part 51 is provided on the outer frame 50.
