PROBLEM TO BE SOLVED: To provide a peeling off device and a peeling off system capable of obtaining a clean peeling off surface and reduce work burden of an operator even with a simple device constitution. SOLUTION: The peeling off device 10 is a device for peeling off a peel-off film 2 from a web-like sheet 1 and is provided with a traveling means 11, a peeling off means 15 or the like. The traveling means 11 is a device for traveling the web-like sheet 1 and is provided with a paper feeding part 12 for feeding the web-like sheet 1; a base film winding part 13 for winding a base film 3; a guide roll 14 for guiding the web-like sheet 1. The peeling off means 15 is a device for traveling and peeling off the peel-off film 2 while folding back in an opposite direction to a traveling direction of the traveling means 11 and is provided with a guiding guide roll 16 for preventing the peeled off peel-off film 2 from being returned in an original direction; and a peel-off film winding part 17 for winding the peel-off film 2.
