PROBLEM TO BE SOLVED: To provide an apparatus for removing scum capable of finely damming and overflowing scum water containing the scum to a trough, and its method. SOLUTION: The apparatus 20 for removing the scum floating on the water surface of a water tank comprises: a trough 22 into which scum water 14 flows; a float type swing dam 24 provided on the inflow opening 27 of the scum water 14 formed on the side wall face of the trough 22, formed in a size roughly corresponding to an inflow opening area, and damming and overflowing the scum water 14 to the trough 22 by longitudinally swinging on its lower end part; and swing dam driving means 40 for swinging the swing dam 24, wherein the swing dam driving means 40 includes a water storage tank 84 placed above the swing dam 24, water level adjustment means 80 for adjusting the water level of the water storage tank 84, and a hydraulic cylinder 86 connecting the bottom part of the water storage tank 84 with the upper end part of the swing dam 24 so as to be freely stretched and applying the water pressure of the water storage tank 84 to the upper end part of the swing dam 24.
