PROBLEM TO BE SOLVED: To provide a sheet-like pack cosmetic that has excellent fitness of cosmetic attached to the skin after use, sense of use with high moisture retaining effect and little greasiness and excellent long-term storage stability without an unpleasant fluid dripping during use and a cold feeling and a hot feeling to the skin. SOLUTION: The sheet-like pack cosmetic is formed by holding an emulsion composition containing 60.0-80.0 mass% of a polyhydric alcohol based on the total of the emulsion composition, a higher alcohol in a solid or semisolid state at a normal temperature, a dimethylpolysiloxane, an anionic surfactant and water in the mixing ratio of the polyhydric alcohol to water of 1.5:1-6.0:1 by weight ratio on a substrate and/or in a substrate.
