PROBLEM TO BE SOLVED: To provide a hair-growing and hair-restoring agent, which is further improved in the hair-growing and hair-restoring effect without adverse effects such as itching, etc., although a conventional hair growth-prompting composition containing a prostaglandin compound having two hetero atoms at the fifteenth position as an active ingredient and a hair-growing and hair restoring agent containing a 15-keto-prostaglandin compound as an active ingredient have been disclosed. SOLUTION: This hair-growing and hair-restoring agent comprises a prostaglandin compound having two hetero atoms at the fifteenth position being included in a liposome, as an active ingredient.
