PURPOSE: To operate a fuel cell power generating system at the optimum utilization factor of reaction gas so as to prevent accelerated cell performance deterioration caused by reaction gas diffusion failure and remarkably reduce cell performance deterioration. CONSTITUTION: Load current and voltage of a fuel cell 10 are measured with a measuring device 16, and the measured load current and voltage are recorded as a change with time by corresponding them to operation time. The change with time is compared with change with time of catalyst itself of the fuel cell 10 caused by deterioration, and the condition of the fuel cell 10 is evaluated with a record evaluation device 17. On a basis of the evaluated results, flow rates of fuel and air are controlled with a flow rate control device 18. |
