PURPOSE:To prevent abnormal stop of issuing operation due to shortage of paper so as to smoothly issue certificates by providing a display command means for making a display means indicate inability in issuing when the number of issuing certificates is larger than the number of remaining sheets. CONSTITUTION:A remaining quantity detect means 20-22 detect the number of remaining sheets of respective printing papers housed in a plurality of paper cassettes. A cassette selection means 53 selects a paper set corresponding to a kind of a certificate inputted by an input means 6 from among the paper cassettes. A display command means 52 makes a display means 2 indicate an inability in issuing when the number of issuing certificates is larger than the number of remaining sheets based on the number of remaining sheets detected by the remaining quantity detect means 20-22 for the paper cassette selected by the cassette selection means 53 and the kind of the certificate and the number of issuing sheets inputted from the input means 6. As a result, abnormal stop of issuing operation caused by shortage of papers can be prevented, so that the issuing operation can be carried out smoothly.
