FIELD: fine filtration of gases and liquids. SUBSTANCE: filter element includes porous carrier medium possessing natural stability with fine-pore fibrous coat. According to first aspect, first fibres of fibrous coat are longer than pores of carrier medium and second fibres have lesser length. According to second aspect, fibrous coat contains lesser than 30 percent of finely dispersed particles. For manufacture of filter, dry fibres are applied with the air of air flow; adhesive material is applied before and later on. Alternating application of fibres is made by fibres distributed in liquid; if necessary, adhesive may be contained in liquid. According to next aspect, layer of coat made from finely-dispersed particles is applied on fibrous coat. EFFECT: enhanced efficiency. 14 cl, 2 dwgr
