There is described a method, a system and an anchor plug, especially for the construction of environment-friendly roads, and/or ground reinforcement of grazing areas and the like, especially on soft ground, comprising the steps of providing a netting mat (1) in the form of a netting layer which is laid out in the terrain where the road is to be constructed, the netting layer being laid out in one or more layers consisting of one or more netting mats (1) and anchored to the ground by means of anchor plugs (6,11), where the anchor plugs (6,11) are so designed that they also function as a centre of support, optionally a centre of buoyancy or a centre of stabilisation, or as a combination of the said functions, for the netting mat (1). An anchor plug (16) is also described which is also highly suitable for anchoring marker posts and the like.
