PROBLEM TO BE SOLVED: To provide a system for prohibiting a call using a mobile terminal device, operation of the mobile terminal or display of a television picture near a driver's seat in an automobile under traveling. SOLUTION: An acoustic pattern generation section 2 generates an acoustic electric signal having a specific frequency and a strength change pattern corresponding to a stopped/traveling state of an automobile in response to a signal from a stop/traveling monitoring section 4. An on-vehicle control section 3 reads the direction and range of acoustics emitted from a directional speaker 1 and gives them to a speaker directivity processing section 6. A mobile terminal device 22 receives acoustics from the directional speaker section in a microphone section 12 and analyzes the frequency and the strength change pattern in an acoustic pattern analysis section 13. In accordance with the stopped/traveling state of the automobile obtained by an analysis result, a radio section 11, a display section 17, a key operating section 14, and a call arrival notification means 21 are controlled.
