PROBLEM TO BE SOLVED: To provide a design method for reducing the cost of hardware storing instruction codes, without depending on programs or instruction sets, and to provide a data processor. SOLUTION: Related to hardware processing among data processing, the instruction set and the hardware of a processor are designed and logically synthesized to obtain a net list. For software processing, a data processing program is designed and converted into an object program of a type that enables the execution of hardware in accordance with the instruction set, thereafter, the object program is converted into a hardware description capable of being logically synthesized, and logical synthesis is carried out. In this way, the object program is converted into the hardware description for logical synthesis without being stored in a memory, whereby the redundancy of the program is eliminated to reduce H/W costs during installation.
