PROBLEM TO BE SOLVED: To report the occurrence of an emergency to a third party by means of a communication terminal in the event that a reporting terminal for reporting the occurrence of an emergency to the surroundings has been damaged by a burglar. SOLUTION: The communication terminal 1 is housed in a school bag 41. A connection cable 2 extending from the communication terminal 1 is passed through a body part 44 attached to a shoulder belt 42, and is connected to the reporting terminal 3. In the vicinity of the reporting terminal, the cable is locked to the body part by means of a hook part 31. In an emergency, the reporting terminal sounds an alarm using sound or the like at the pull of the reporting terminal out of the cable, and the communication terminal transmits GPS-based current location information to a monitoring center. Because the communication terminal and the cable are largely hidden, it is unlikely that the communication terminal will be detected and damaged by a criminal. COPYRIGHT: (C)2006,JPO&NCIPI
