A peptide which comprises an amino acid sequence represented by any one of SEQ ID NOS: 1 to 76, a peptide which comprises an amino acid sequence in which one or several amino acids have been substituted, deleted, inserted or added in any one of these amino acid sequences, and which has a binding ability to or incorporating ability in activated vascular endothelial cells, or a peptide which contains the peptide as a partial sequence, and has a binding ability to or incorporating ability in activated vascular endothelial cells of the invention is a novel peptide ligand specifically binding to neovascular endothelial cells, and such a ligand can be effectively used for treating or diagnosing a disease accompanied by angiogenesis such as solid tumors.
