An apparatus and a method for powdering waste polytetrafluoroethylene using electron beams are provided. An apparatus for powdering polytetrafluoroethylene using electron beams comprises: a pulverizer(202) for primarily pulverizing waste polytetrafluoroethylene; an electron beam accelerator(204) for cutting the molecular bonding structure of a powder of the primarily pulverized polytetrafluoroethylene; a second pulverizer(207) for secondly pulverizing the polytetrafluoroethylene of which molecular bonding structure has been cut by the electron beam irradiation of the electron beam accelerator; and a powder classifier(209) for classifying a powder of the second pulverized polytetrafluoroethylene according to particle sizes of the powder.
