PROBLEM TO BE SOLVED: To provide a small article storage device from which accommodated objects can be surely taken out by preparing a take-out opening section in the middle layer of a three-layer structure, and to provide a manufacturing process of the small article storage device, which enables the easy manufacturing thereof by the use of a writing utensil and cutting tool. SOLUTION: An upper layer cushioning material body 1 is provided with an upper layer holding part for storage objects 2 and an upper layer take-out opening for storage objects 3, and a middle layer cushioning material body 4 is equipped with a middle layer take-out section for storage objects 5, while a lower layer material body 6 is prepared. Thus the upper layer cushioning material body 1, the middle layer cushioning material body 4, and the lower layer material body 6 are stacked for configuration so as to store objects to be accommodated.
