<p>PURPOSE: To suppress a bit rate below a certain maximum value while varying it, to guarantee the shortest video recording and sound recording time, and to suppress total deterioration in sound quality and picture quality. CONSTITUTION: Bit amount information found by a bit allocating function part 908 for an audio channel and bit amount information found by a bit allocating function part 915 for a video channel are sent to a master bit allocating function part 909 to find the efficient adaptive bit allocation of video and audio bits; and final bit allocation information is sent to a bit allocating function part 923 for the audio channel and a bit allocating function part 914 for the video channel. To delete the bit allocation, the audio sound channel is regarded preferentially as an object of the bit deletion.</p> |
