PURPOSE: To realize a picture with a stereoscopic effect even in the case of a motionless object by generating a reference video signal and a delayed picture signal from a rotation picture signal of an object and providing an output of one as a left eye picture signal and the other as a right eye picture signal. CONSTITUTION: A rotation picture signal obtained from a video camera is given to an input terminal 11 and a rotation speed signal representing a relative rotating speed or the like between the video camera and an object is given to an input terminal 12. Then a picture signal outputted from a frame memory M0 among frame memories M0 -MK to a left/right picture changeover circuit 3 is used for a reference picture signal (a), and a video signal sent from the i-th stage frame memory M1 to a memory selection circuit 2 is delayed by i-frame with respect to the reference picture signal (a). The memory selection circuit 2 selects one of outputs of the frame memories M1 -MK and gives a delayed picture signal (b) to the left/right picture changeover circuit 3. One of the reference picture signal (a) and the delayed picture signal (b) is used for the left eye picture signal and the other is used for the right eye picture signal.
