PROBLEM TO BE SOLVED: To obtain a resin composition useful for obtaining dirt-preventing film and a ship bottom paint having high antifouling function, its excellent persistence, flexibility and handleability by mixing a resin with a blowing agent and an antifouling agent. SOLUTION: The antifouling agent is desirably a copper based one desirably being at least one member selected among pure copper, copper oxides and copper alloys. It is desirably a powder containing at least 80% powder having a particle diameter of 100μm or below or a powder having a mean particle diameter of 2-100μm. It is desirable that the antifouling agent is used in an amount of 20 wt.% or above, desirably 20-70 wt.%, more desirably 50-68 wt.%, based on the resin containing the blowing agent. The resin is desirably at least one member selected among acrylic resins, urethane resins, vinyl chloride resin, PVA resins, polyamide resins, polyester resins, polyolefin resins and ethylene/ vinyl acetate copolymer resins. The blowing agent is desirably at least one member selected among anionic, cationic and nonionic surfactants.
