PROBLEM TO BE SOLVED: To attain monitoring of a moving picture usually and to obtain a still picture with high image quality for recording on the occurrence of any change in the picture. SOLUTION: The camera controller 2 remotely controls an electronic camera 1. The electronic camera 1 is provided with an image pickup element 13 that applies photoelectric conversion to an object image formed by a lens 11, a still picture processing section 17 that generates still picture information from an electric signal obtained from the image pickup element 13, a moving picture processing section 16 that generates moving picture information from the electric signal obtained by the image pickup element 13, a switch section 15 that selects which of still picture information or moving picture information is to be produced from the electric signal obtained by the image pickup element 13, a communication circuit 19 that communicates information with an external device and a CPU 21 that allows the communication circuit 19 to transmit the moving picture information obtained by the moving picture processing section 16 and the still picture information obtained by the still picture processing section 17 to the external device. The camera controller 2 is provided with a motion discrimination section 34 that detects a motion of an object on the basis of the information sent from the communication circuit 19 and with a camera control section 35 that transmits the still picture when detecting a motion of the object.
