A device (1) for exerting an upward force to a submerged pipeline includes: one of more coupling members by which the device is adapted to be coupled to the pipeline; a floating member (4) for adjusting the floating power of the device which consists of one or more parts and is a separate floating member and an adjustable wing structure (6) which includes a wing supporting frame with wing canvas fixed thereto and means provided for keeping the parts of the wing structure in a non-operating or operating position. A mounting frame (2) for the above-described device that is at least partly operated by a controllable instrument (3) has: at least three coupling members (10) which co-operate with the complementary coupling members on the device; a pipe and/or cable work system having at least connecting points for which complementary connecting points have been mounted on the device; at least one hydraulic cylinder (12) having one end adapted to engage an outer end or ends of the extending arms of the wing structure (6) and locking means for the arms mounted on the device. A method of mounting the device described above on a length of pipeline lying on the bottom of the sea using the mounting frame described above and a controllable instrument is described.
