PROBLEM TO BE SOLVED: To provide a fault notice system and a fault notice method capable of efficiently informing a user about the fault information of a network and contributing to the convenience of the user about network utilization. SOLUTION: A fault detection means 14 of a network management system 1 detects a fault to acquire its occurrence time, a restoration time acquisition means 15 informs a supervisory terminal 6 about the fault to acquire a restoration schedule time, a countermeasure case decision means 16 searches the application reservation information of the user from a reservation information acquisition means 13, decides a user countermeasure case on the basis of a searching result, an occurrence time of the fault, and the restoration schedule time, a fault notice means 17 acquires a notice destination of the fault information of the user from a notice destination acquisition means 12, acquires a template of a notice message in response to the user countermeasure case from a message storage means 11 in response to the user countermeasure case, and informs a user terminal 4 about the fault information by using them.
