PROBLEM TO BE SOLVED: To provide an apparatus, a method, and a program for image processing that can maintain excellent image quality and shorten a processing time even when image data to be processed represent a mixed image of a character image and a photographic image. SOLUTION: When a set image data mode indicates the mixed image of the character image and photographic image (S201: mixed image), facsimile equipment as the image processing apparatus switches whether it is decided that the image data to be processed are separated into a character area including the character image and a photographic area including the photographic image and different converting processes are carried out by the kinds of the areas according to the set quality mode (resolution) (S204).
