PROBLEM TO BE SOLVED: To provide a coating liquid for forming a transparent conductive layer which can easily form a network structure more uniform and developed than a conventional and general coating liquid for forming a transparent conductive layer, and has low resistance and excellent in conductivity while keeping high transmittancy. SOLUTION: The liquid containing noble metal fine particles other than silver unit of an average particle diameter of 1-100 nm dispersed in a solvent and forming the conductive layer on a transparent substrate contains silver unit fine particles of 0.1-5 pts. wt. against 100 pts. wt. of the noble metal fine particles.
