PROBLEM TO BE SOLVED: To provide an image forming apparatus having a heat development section for a heat developable photosensitive material and an image digitizer, and a digital image forming method of a radiographic image. SOLUTION: The image forming method using a heat developable photosensitive material having an image forming layer containing a reducing agent for an organic silver salt, a coupler and a binder comprises; (1) a step of recording a latent image in the heat developable photosensitive material by superimposing the heat developable photosensitive material and a fluorescent intensifying screen and performing radiographic image exposure; (2) a heat development step of converting the latent image by heat development into a visible image comprising developed silver and a coloring product of the coupler; and (3) an image digitizing step of photoelectrically reading the visible image and obtaining image signals which represent the radiographic image.
