PROBLEM TO BE SOLVED: To provide a testing instrument for vehicle travel capable of reproducing the desired road face conditions, by forming a prescribed thickness of water film or the like, on a flat level to carry out travel test. SOLUTION: A tank 10 stores a large volume of water, and a driving roller 12 and a driven roller 14 laid over with an endless belt 20 are installed to raise up water by the belt in the periphery of the driven roller 14, when the endless belt 20 is rotated. A water guide means 22 is further provided to guide the raised-up water onto the upper side belt of the endless belt 20, and a water film setting roller 24, comprising a pair of rollers made to face the upper-side belt sandwiched therebetween, is further provided in the tank 10 to make the water guided by the water guide means 22 pass between the paired rollers and spray the water onto the upper-side belt.
