PURPOSE: To realize the long life of an electrical insulating roll for carrying a metallic plate by ensuring the deformation resistance of and giving abrasion resistance to a roll while preventing a flaw and the electrolytic corrosion of a roll bearing due to a spark between a steel belt and the roll. CONSTITUTION: An abrasion resistant coat 10 is provided by providing an electrical insulating coat 9 onto the upper part of a roll surface base material 8 through thermally spraying only oxide Al2 O3 , ZrO2 , and Cr2 O3 , or, ceramic having the main component of them and including SiO2 , or, ceramic wherein they are combined; and through thermally spraying ceramic including carbide ceramic such as WC, MoC, TiC, NbC, HfC, VC, and Cr3 C2 at a thickness of 50-300μm on the coat 9.
