PROBLEM TO BE SOLVED: To eliminate complicatedness in always carrying a large number of cards around and selecting to use cards according to purposes. SOLUTION: An entry mechanism C for registering and using an optional IC card d1 already used for an optional purpose, as a new electronic key is built in a conventional locking/unlocking mechanism B configured centering on an electronic key authentication mechanism D. Since there is no need to prepare and carry new electronic keys for every device with the built-in locking/unlocking mechanism B, complicatedness in selecting and using the cards and difficulty in carrying around and safely managing a plurality of cards at the same time are eliminated to freely create an electronic key given various utilization authority ambits conformed to the device with the built-in locking/unlocking mechanism and the actual utilized situation of an operating part.
