The internal short-circuit detecting device comprises a voltage detecting unit for detecting the terminal voltage of the battery, a terminal voltage acquiring unit for acquiring a terminal voltage (V1), as predetermined by the voltage detecting unit, at the starting point of a first period (?W1) and a terminal voltage (V2) at the ending point, a voltage increase calculating unit for calculating the actual increase (?V3) of the terminal voltage of the first period (?W1) from the terminal voltages (V1 and V2), a voltage increase predicting unit for calculating a predicted increase (?V4) of the terminal voltage for that period of the case, in which the charge is made in the current quantity (I) for the first period (?W1), and an internal short-circuit deciding unit for deciding the internal short-circuit when the actual increase (?V3) is at or lower than the sum of the predicted increase (?V4) and a predetermined coefficient (a).
