Provided are a carrier management method and system, a base station and a user equipment, which relate to the field of communications. The method comprises: a base station transmits a first reconfiguration message to a user equipment (UE), wherein the first reconfiguration message is used for indicating at least two carrier groups allocated for the UE, the UE is configured with at least two carriers, the at least two carriers comprise at least one uplink carrier and at least one downlink carrier, the at least two carrier groups are obtained by means of the base station grouping all the carriers configured for the UE, the number of uplink carriers and the number of downlink carriers in each of the carrier groups both do not exceed eight, the at least two carrier groups comprise at least one first carrier group, the first carrier group comprises an activated carrier, the activated carrier in the first carrier group comprises at least one first downlink carrier, the first downlink carrier is configured with a physical downlink control channel (PDCCH), the PDCCH carries downlink control information (DCI), and the DCI is used for scheduling the activated carrier in the carrier group where the first downlink carrier is located; and the PDCCH is transmitted on the first downlink carrier. |
