CONSTITUTION: A steam flow rate control system 20A is composed of a steam separator pressure detector 13, a proportional plus integral plus differential controller 21 to perform proportional plus integral and plus differential control on its detecting value and a preset value and a steam flow regulating valve opening command part 22 to convert an operation quantity 21S obtained by this into a valve opening command 20S. A steam heat quantity difference detecting system 30 is provided with a steam flow rate detector 31, an operation part 32 to find an actual value of a steam heat quantity supplied to a heat recovery equipment from detecting values of these detector 31 and detector 13, an operation part 33 to find a steam heat quantity command value from the operation quantity 21S obtained by the control system 2OA and an operation part 34 to find a difference between an actual value of the steam heat quantity and a command value. An exchange heat quantity control system 40 is provided with cooling water inlet-outlet temperature detectors 41 and 42, a cooling water quantity detector 43, a proportional integral and differential controller 45 or the like.
