Method is claimed for continuously producing 100%-mesophase used for producing a high-strength and high-elasticity carbon fiber and C/C-composites at low cost. To produce a 100%-mesophase having a stable property and size on an industrial scale, petroleum and tar pitches are heated in a heat-treating unit at 450-500≦̸C at a speed if 0.5-10≦̸C/min. The treated pitch is then fed into a mesophase growfusinf unit.
