PURPOSE:To easily see broadcast and inserted pictures by using a control signal obtained based on a data shifted in a shift register so as to decrease the brightness around a picture by a personal computer. CONSTITUTION:The address designation of a video RAM 11 is executed before (n-1), (m-1)-bit, a read-out data is shifted in the 1st shift register 2 of (n+1)-bit sequentially and the shifted data is shifted in the 2nd shift register 3 in (n+1)-bit sequentially. Then it is used as an output data (display data) of the 1st shift register 2 and when the data corresponding to the surrounding of a picture is outputted from the 1st shift register 2, a control signal is obtained, which lowers the brightness of the television screen based on the data shifted in the 1st shift register 2 and a 2nd shift register 3. Then the control signal is used to lower the brightness around the picture by a personal computer displayed on the television screen 8. Thus, both the broadcast picture and the inserted picture are observed easily without executing the brightness adjustment of the television screen 8.
