PROBLEM TO BE SOLVED: To provide an active organic EL display device having a bottom emission structure to take out luminescence of an organic EL layer from the substrate side where a thin film transistor is formed, or a top emission structure to take out luminescence from the organic EL layer from the opposite side to the substrate, which is capable of efficiently taking out luminescence from the organic EL layer, and to provide its manufacturing method. SOLUTION: In this active organic EL display having the bottom emission structure or the top emission structure, a porous insulating film containing SiO and having a minute hole in the film is formed in each proper layer (102, 106, 107), and film density, refractive index of the film, an average hole diameter in the film, and the maximum hole diameter in the film are controlled. Therefore, the refractive index of the insulating film becomes lower than those of a transparent electrode and a transparent substrate of a display device to sandwich the organic EL layer, light scattering effect can be obtained because the minute hole exists in the film, and luminescence is efficiently taken out to the outside from the organic EL layer 110.
