A communication device (30) includes a network interface (28) that communicatively interfaces an IP protocol layer (44) and an SMS protocol stack (54). The network interface (28) includes an adaptation layer (46) that receives IP packets from the IP protocol layer (44), and outputs the IP packets to the SMS protocol stack (54). A transmitter circuit (16) transmits the SMS messages, which encapsulate the IP packets, to a remote device via a communication network (110). The adaptation layer (46) also receives specially designated SMS messages from the SMS protocol stack (54). The received SMS messages include encapsulated IP packets. Upon receipt, the adaptation layer (46)p rocesses the SMS messages, and delivers the IP packets decapsulated from the SMS messages to an application through the IP protocol layer (44).
