PROBLEM TO BE SOLVED: To enable a target to be detected directly by disposing a floatable buoy type radar apparatus in a sea region for a region existing, in a direction in which a broadcast station, private houses or an obstruction such as a mountain exists, where electric wave radiations are limited. SOLUTION: The floatable buoy type radar apparatus 106 is disposed as a buy on the sea in the sea area to be detected. The buoy type radar apparatus 106 is equipped with a location/attitude measuring device 203 for detecting own location and attitude; a target information database 205 for registering target information generated, based on observation information of the radar apparatus; and a communication device 206 for transmitting/receiving the target information to/from a ship or another buoy-type radar apparatus 109. Accordingly, the buoy-type radar apparatus performs searching, detecting and tailing the target while floating on the sea, and transmits the target information to the ship and the like by using the communication device, whereby the target in the region impossible to directly detect by an in-ship radar apparatus can be detected.
