The present invention relates to an apparatus (1000) to make a notch on a surface of a pipe and a plate, comprising: a main frame (100) including a main support plate (110) and a plurality of main columns (120) protruding from a lower surface of the main support plate (110) to be spaced at regular intervals; a plurality of close contact rollers (200) hinge-coupled to the lower parts of the main columns (120) respectively to come in close contact with a surface of the pipe or the plate; a moving frame (300) including a moving guide (310) vertically penetrated through the main support plate (110) to be able to move, and a moving case (320) coupled to a lower surface of the moving guide (310) forming an opening part (321) on a lower surface; and a cutting unit including a cutting motor coupled to an inside of the moving case (320), a cutting shaft hinge-coupled to the opening part (321), a first cutting gear (430) and a second cutting gear (440) coupled to the cutting shaft (420) and a driving shaft of the cutting motor respectively and engaged with each other and a cutting blade (450) coupled to the cutting shaft (420) and protruding under the opening part (321), makes the cutting blade (450) interlocked and rotating due to rotation of the first cutting gear (430) as the moving guide (310) vertically moves, and comes in close contact with the surface of the pipe or the plate to cut the surface of the pipe or the plate such that a notch is generated on the surface of the pipe or the plate. The present invention is able to precisely form a position and a size of the notch generated on the surface of the pipe and the plate.
