摘要

PURPOSE: To obtain the video image transmitter by which data are sent to much more terminal equipments by avoiding concentration of access onto a specific video server. CONSTITUTION: An access frequency count means 21 acquires a name of a file accessed by a video image transmission request to a video server to count the access frequency of the file at that time. When an access frequency of each video server checked by a 1st selection means 24 is biased, a file movement management means 23 uses the 1st selection means 24 to select a video server with a highest access frequency and a video server with a lowest access frequency and allows a 2nd selection means 25 to select a file with a highest access frequency from the video server with the highest access frequency and moves the file to the video server with the lowest access frequency and it is delivered to a title management means 22.
